About the Commission
The National Independent Electoral and Boundaries Commission (NIEBC) of Somalia was established to ensure that the country’s elections are free, fair, and credible. In line with the principles of democracy, the Commission works to strengthen the electoral and boundaries system, promoting transparency and accountability. The Commission is committed to protecting voters’ rights and ensuring that all Somali citizens have equal opportunities to vote. Led by experts in electoral management, the NIEBC is mandated to establish administrative boundaries in the country in order to obtain accurate geographic information.
History of the Commission

Establishment of Previous Commissions
In 2015, the National Independent Electoral Commission and the Boundaries and Federalism Commission were established, playing an important role in advancing the country’s electoral and boundary systems.
Mergint the Commissions
In 2024, due to the constitutional review, the National Independent Electoral Commission and the National Independent Boundaries and Federalism Commission were merged to form the National Independent Electoral and Boundaries Commission (NIEBC).
Constitutional Review
In 2022, a thorough review of the constitution was initiated to unify the working functions of the two Commissions, an important step in strengthening the country’s democratic institutions and ensuring that their work functions effectively together.
Formation of the NIEBC
At the end of November 2024, the law establishing the NIEBC, L.no 26, was enacted. This law defines the number of members of the Commission, its powers, which include conducting various elections in the country, and the demarcation of boundaries at different administrative levels.

An important part of the Commission’s mandate is the delimitation of the country’s administrative boundaries and electoral boundaries to ensure equal representation for all regions. The Commissioners
The members of the Commission consist of a Chairperson, a Deputy Chairperson, and 16 Members who are divided into subcommittees that oversee the Commission’s operations.
